District Venturer Scout Leader
RESPONSIBLE TO: District Commissioner
QUALITIES
- Enthusiasm and strong commitment for Scouting.
- Ability to communicate with and motivate Adult Leaders and work harmoniously with them.
- Demonstrated understanding of the role and responsibilities of a District Leader and a
commitment to that role.
- Hold the relevant Section Wood badge and Basic Leader of Adults Training (or undertake to
complete the latter within six months of appointment).
- Complete the Leader of Adults Wood Badge within two years of appointment.
- Prepared to share leadership and develop other leaders.
- Accept the Aims and Principles, and abide by the Policy and Rules.
ROLE
- District Leaders are assistants to the District Commissioner, as program managers, with
responsibility and accountability for the quality and delivery of the Section or Specialist
Program in their District and the consistency with Branch Policy and program standards.
- Responsible for the membership growth in the specific Youth Section or other Specialist role
in the District. This is achieved by working closely with Adult Leaders in the District and only
in a minor way with youth members.
- District leaders are members of the District Council and a District Executive (if required);
and Section Branch Councils or Specialist Councils or Teams.
- Also accountable to Branch Commissioners for Program standards and Section Leaders in
Groups in the District for Program support.
OBJECTIVES
- To encourage and support the development of each Section Leader in the District.
- To support the Section Leaders in the development of quality scouting within the District.
- To be responsible for the overall leadership of the Section within the District, with the
support of the Section Leaders.
- To represent the District at the relevant Section Branch Council or Specialist Team.
- To promote Scouting in the community.
- To have enjoyment and fun.
TASKS
- Know every Leader in the District in the District leader’s Section or Specialist Group, and
assist each one to undertake development and training so that they can be fully effective in
their role.
- Be a valued friend and supporter to whom each Leader can turn to for support and
assistance.
- Regularly contact or visit every relevant Section within the District, and assist Leaders to
improve their delivery of the Youth Program.
- Encourage the formation and effective operation of a District Section Meeting for the sharing
of ideas and the development and maintenance of skills.
- Plan and conduct a wide-ranging program of on-the-job training for their Section Leaders.
- Ensure, through shared leadership, that the District Section Training Meeting is effective,
valuable and attracts Leaders.
- Work with Leaders to ensure that every Section sets goals and assist them to measure and
monitor their achievements. Provide positive and supportive feedback, designed to improve
Youth Program delivery.
- Be prepared to become a Personal Leader Advisor (PLA) or recommend one to the District
Commissioner.
- Recommend to the District Commissioner, Leaders who are suitable for training as Personal
Leader Advisors (PLAs).
- Recommend to the District Leader (Adult Training and Development) Leader who might be
invited to assist in District Training and / or Branch Training.
- In conjunction with the Section Leaders develop the district’s annual program of Section
activities and have them included in the District’s Calendar of Events.
- Ensure that there is effective communication among Leaders of the Section and to the
District Council.
- Advise and assist the District Commissioner on all matters relating to the Youth Section or
Specialise activity as a member of the District Council.
- Advise Group Leaders as to the competencies of Section Leaders, so that Group Leaders
can exercise their responsibility in approving activities.
- Be available for Group leaders to consult when appointing a new Youth Section Leader.
- Work with the relevant Section Branch Commissioner or Activities Commissioner for the
development of the Youth Section or Specialist activities within the District.
- Assist the District Commissioner and Group Leaders assess the performance of Leaders in
the Section as part of managing the staffing function and take necessary action to ensure
quality leadership exists in the District.
- Utilise the support and assistance made available to the Section by the Association.
- Ensure that the Section operates in accordance with the Association’s Charter, its Policy and
Rules, and the Administrative Practices of the branch as advised from time to time.
